The one post wonders are all coming out of the woodwork now!
First of all, on default we don't allow webmasters from Russia into our program.
Second, we did have a period where we let a few Russians in. It was a major disaster so we immediately killed the project. All legitimate Russian webmasters are still paid to this day though.

We reply to all legitmate webmasters. If you're not getting a reply or getting paid, it's a clue that you failed to cheat us.
We have over 1200 legitimate webmasters in our program now that get paid on time every time. We wouldn't be in business didn't pay anyone like these cheaters claim.
