He has a PO BOX in PA, but he is located in Russia we have his account information.

When it comes to cheaters we take the same policy that Standard Internet and Adult.com takes. We don't notify them, we simply freeze their account and not pay. It is THEIR responsibility to read and understand the terms. I will not waste my time mailing cheaters. If you ran a sponsor program, you'd understand why.
