You will have to get well out of town to find any lakes to speak of.
You can rent quads and dirtbikes all over the place. You can even rent sand rails. This is a good option for mesa, because it is full of rednecks. Grab a quad, a 12 pack, and a rifle and go saguaro hunting and you will be one with the locals.
If you want a good resort stay at "The Boulders" up in Scottsdale. That's about as pimp as it gets out here. Also the resorts here are cheaper than mexican whores because nobody vacations to phoenix in the summer when it's 118 degrees out.
