You are providing false information ..
For burning fat the best heart rate is 115-135 and this is also safe heart rate for long training .. Putting your heart on 155 heart everyday is not needed. You need to train you heart with such high rate only once per week.
In this one day of training you can reach 155-175 (depends on your age of course) but not higher then your maximal rate heart whichi is easy to calculate using 220-your age=your maximal BMP rate.

For training of course you can use whatever hours you . If you run outside of course morning hours are great with fresh air ..
It doesnt really matter but if your plan is to loose some fat first then the best way to do its 2 hours after your last meal ..
