Sure ya can. Just consider your broiler a upside down grill.
Since everyone is telling you what not to do and not answering the question I will.
You will need: A heavy frying pan that is oven safe (no plastic handles), your chunk of meat, brown sugar, dry steak seasoning (your choice of brand or make your own), small bowl, and tongs.
First turn on your broiler and raise the rack to the highest level (possible one down, you will want meat 3-4 inches from flame).
Next put pan on stove and turn on high. (leave it)
In bowl mix brown sugar and steak seasoning at a 2-1 ratio (every tablespoon of seasoning add 2 tablespoons brown sugar).
When your frying pan is hot as hell, coat and press in sugar mixture all around your steak, then place it on one side into hot pan. Let sit for about 3 minutes without touching it. Using your tongs turn the meat over on its other side and place pan under broiler. About 7 minutes for medium rare.
