You can avoid parsing *.shtml with AddHandler and just config
for XBitHack. This saves from having to add the extra suffix
to pages w/includes. It's also httpd.conf or .htaccess configurable.

Options +Includes
XBitHack on

.htaccess
AllowOverride Options
Options +Includes
XBitHack on
