I understand what you mean from some old host I used to be with. But I can tell you that it's not that way with all hosts. I've been at www.techiemedia.com for a few years now and they do have icq, phone, etc... support, but they also have a ticket system. My tickets usually get done within 5-30 mins tops, unless it's involved with script installs or some weird crap I need done, but in those cases I will use icq or phone. Just remember to stick with a host that has good track record and good references and you will be ok.
