No, Phil Doroff is not a spammer. Phil was perfectly up front in the post in your thread trying to start trouble.
The point is Reflected Networks is its own legal entity and does not spam. ISPs should be listed in Spamhaus if their IPs are a source of spam.

Any customers listed in your usenet search who were hosted by Reflected have been terminated as you would probably see if you actually read through the posts.
Spamhaus says "However, like any system used to filter email, the SBL has the potential to block items of legitimate email if for example they are sent from an IP under the control of a spammer or via IPs belonging to a Spam Service. The chances of any legitimate email coming from such IPs are very slim, but need to be acknowledged."
They are hampering hundreds of legitimate businesses, including corporate and non-adult clients such as office T1 customers from transacting their business properly by listing Reflected, which again, is the source of absolutely zero spam.
