On one hand: International commitments should be honored. Also, by caving in to terrorist threats wouldn't this encourage MORE threatened beheadings? Moreover, domestic terrorists in the Philippines may take this as a sign of weakness and encourage more domestic attacks.
On the other hand: The Philippines has MILLIONS of overseas workers that it has to account and care for. By letting the beheading of one of its offshore workers to occur, the government will lose the trust of its people abroad and would only lead to less $$$ remittances back to the Philippines.
