don't even know if they teach this in school any more but it's the state's that suppose 2 have the power.
congress is suppose 2 a part time job at the federal level.
the states are suppose 2 collect the tax'es and send money 2 the Fed's, and just enough money 2 run congress.
some place a long time ago it got turned around, AND IT'S BEEN FUCKED UP from that day forward.
