Start with a cheap host and work your way up. For good cheap hosting check out the deals over at

http://www.amateurhosting.com is also a good cheap host to start out with while your bandwidth is relatively low.
Need content? You can always use free sponsor content... check out
AdultLounge ... they've got tons of free content for you to promote AdultLounge with, and the conversions are great!
Or if you want to buy content check out

AVS & Free Sites are still a great way to promote programs without using a shitload of bandwidth (TGP). And you'll notice alot higher conversions too... I'd give them a shot first, and maybe try some PPC SE's.
