The higher up her skirt the lighter it gets. Now the photographer took this pic standing higher than her. The upskirt part looks like a flash is taken from below. A flash from above (this is the case here) wouldve been partly blocked by the skirt and instead of getting lighter there it shouldve gotten darker.
