This may sound weird
but also have a look at Nicaragua!
Forget the connotations of "wars" and "uprisings" there - it is no longer like that. The "rush" has already started to Nicaragua and land is being bought up (often still at a good price), and folks with funds and sense are moving in :-)
The Nico govt announced this week that, as part of new projects re tourism that there is a relaxation of residency laws to allow anyone who can say the have $400/month *g* to have residency. There is an office opening within the next month or so to help anyone who wants residency and "put a human face on immigration".
Nicaragua as a country has excellent comms, decent roads, and property is still cheap, but destined to rise fairly quickly.
There are no laws that would be a problem to adult webmasters and the general background re sexual matters is laid back - stuff like prostitution is fine, but no "pimping" :-)
I got a friend there who runs Credomatic in that region - he has a house load of staff.. think about 9 and it costs around $1000/month to pay em all - ie.. the cost of living is *really* cheap!
In fact, Nicaragua cost of living is about 25% of that of Costa Rica.
