Did your provider cap you?
Last year we in Detroit enjoyed an uncapped upstream, it kicked major major ass. It was warez and mp3 heaven.
But then one day we all woke up and found our upstream capped at 16k. It took us days to figure out what the fuck was going on. They never even bothered to email us about it. Guess they thought we wouldn't notice.
