Because a payphone, itself, is a seperate device. 800 calls used to be free on payphones then they got wise and realized they could make anyone put .35 in, even if the number the person wants is a toll free number. Since they don't have to allow free access from their payphone, after all it is a billing device, many don't anymore. It's essentially at the discretion of whatever payphone you're using, likely Po-Dunk Payphone company put that one or something...
Besides, I thought everyone had cell phones? :-)
