It really depends. People are asking about CardsGate for a few reasons.
First of all, they don't charge the VISA fee, which can be quite prohibitive for new webmasters. They are also good for non-U.S. based webmasters who can't use the standard IPSPs like Epoch, Jettis, CCBill, etc. They also don't have the VISA approval process, which means you don't have to wait weeks to get approval.
If you have a similar setup to them, then there is probably room for your services. If you charge the VISA fee or have any type of setup fees, you're going to find yourself in direct competition with established and trusted companies and you will probably have a hard time getting business.
To be competitive and get the business of the people who can't or won't use the major IPSPs, I would expect that you need these features:
No setup fee or VISA fee
12-15% fees (maybe slightly higher, but no more than 17% and that would lose you some people)
8% holdback maximum (5% is pretty standard)
$15 or less fee for each chargeback
No minimum monthly requirements
Payouts at least bi-weekly, preferrably weekly
Perhaps others can add to the list, but I think with those features you'd probably get a pretty decent amount of business from non-U.S. webmasters and people who can't or won't pay VISAs fees.
As for CardsGate, their $25 fee for each chargeback is excessive, IMO. But I do have a very good friend who has been using them for over a year and she says she's had absolutely no problems with them.
