Canada did legalize it for medical purposes(consumption and growing) but I understand that it's a bitch to get the paperwork approved. The police up here have an informal policy though of not charging anyone with less the 1/4 ounce of weed; they'll still bust you if you have more then a gram of hash though. As for growing it they are pretty lenient up here. You would usually only receive a fine for growing it. I remember a guy in B.C. got caught growing 4,000 plants(hydro style) and he received a $1,000 fine and that was for stealing the electricity.
