This is how I figured it out. Save a few movie clips from somewhere that you like the quality and size of. Then open it in premiere and see what it's properties are. Then just use the same settings on your files. I can't remember the settings I was using but you can get a good quality mpeg clip of 10-12 seconds in length down to around 250-300kb so you should be able to get your 30 second clip down to under 1mb.
