It can be used to automatically fetch the PageRank of a given page from Google. In order to get the PageRank of any site you need to send Google the checksum value which is normally calculated in the innards of the Google toolbar.
Someone decompiled the toolbar DLL and turned the algorithm that calculates the checksum into a PHP script.
