And that's one of the reasons paysites are looking for better content. If not to impress the surfer, then to impress the
quality webmaster who can send you 10 sign ups a days. The guys working for top programs with the top content.
Anyone can recruit a newbie to send them bandwidth sucking traffic that never signs up, but to get the best webmasters you need to show them you will make the most with their traffic.
