Maybe the main differences are they are more used to "terrorist activity", have more *actual* intelligence and know how to deal with it with less fuss and propaganda? They are also less likely to embark on a frenzied bout of rhetoric accompanied by torture, indefinate detention, and bombing the hell out of thousands of innocent people.
