Not everyone needs content in order to promote a site; we have banners, full and half page ads, etc. ready for all three sites. Anyone sending us exit traffic, mailer traffic - basically any kind of traffic other than TGP/MGP - is good to go today.
A question to consider in response - why delay the launch of three sites just to wait for the free promo content?
Your point is well taken; I prefer to wait until every last thing is ready to roll, too - it's just not always possible to do that.
