Paying them not to have kids won't work. Paying for sterilization might. With our current low income medical program, many people who want to get sterilized can't. The way our system is now, an 18 year old woman on welfare with 2 kids who WANTS to get her tubes tied, can't! That's right, the state won't even cover the cost of her sterilization if she's that young but will pony up a lot of extra cash for abortions or more children.

I agree. I think this is a good plan. Even in China, you can have more than one child. Additional children are very expensive for the parents and usually only the richer couples have more than one because there is a several thousand dollar fine for each additional child.
