Write the local newspaper from the town she grew up in. Tell them you are an old friend and that you have been searching and searching. Sometimes they will print a story and chances are if she has any contacts with anyone in the city they will contact your friend or the newspaper.
Years ago when my grandmother died my mom became curious about the relatives she had in England but never met. She didn't even know their names...all she had to go on was a pic of these people on their honeymoon that was like 35 years prior. The local newspaper printed the story along with the pic and the woman's sister saw it in the newspaper. My mother ended up gong to England to visit them and found out that they had already done a family tree that dated back just about as far as you could go.
