Sure you can somehow "justify" the cops brutality but there's a fundamental moral problem with it.

The guy who commited the crime (car chase) was wrong. He doesn't "deserve" to get beat up because he did something wrong, he deserves to get arrested and go to jail. That's how our system works.

The cops, aren't supposed to be wrong, they're supposed to uphold the law. The cops are supposed to be the people we can count on to do the right thing. There's no law that says "if a guy drives through town at a 100 mph and causes harm to people, beat him to a pulp".

Do I condone endangering innocent lives through reckless car chases? No. But I don't condone cops taking it upon themselves to be the justice makers either.
