Goods are a physically tangible product that you can hold in your hands...be it cans of spam or rhubarb or whatever.
They can be shipped back at the suppliers expense.
Traffic occupies no physical space and was the actual reason that the TOS were violated.
If the traffic that was sent had not broken any rules you wouldn't need to worry about getting paid now would you?
