Somebody not playing by the rules... ok, multiple people. There is a lot of abandoned shit out there, but yes it is supposed to be clean... I wouldn't say "cleaner" than tgp, becuase they are both pretty similiar when it comes to pop-ups, hahahahahahahahahaha, dialers etc., its just that you can advertise a hell of a lot more w/ TGP2.
Those w/ "real" active TGP2 sites don't play dirty like that.
