Ok here's the deal.
We level it completely with a pile of nukes. We wait 50 years, and then pave it COMPLETELY flat.
Of course we'd have to include some nice planter areas filled with palm trees and fountains and such.
We make 1 section a huge theme park.
Next section a HUGE shopping center.
Next section the redlight and drug district
How's that sound?
