And yet it's still far more than Bush did until his hand was forced. Obviously Bush wasn't very far into his presidency but you should read into how the Bush team was treating the terrorist threat.. Clinton basically left office saying that terrorism was goingt o be the greatest threat, but Bush sat on policies and recommendations and started building missile defence shields as priorities remember?
