The cops will not be able to do anything about it. You would have to contact the AG's office in your state. Usually the State Police has a computer crime division. Anyone on a Federal Level wont even give you the time of day.
If the program is from spector or eblaster you can go to
http://spector.com/ and they will tell you who bought the license to use it. Most other spy ware companies will help you in figuring out who put it on your computer.
