Then I would record the action of either a canvas resize, (which doesn't affect the image, only the canvas) or record a crop.
Just set your dimensions, and the record will crop or canvas resize to those same dimensions every time.
But let me ask you, you're making thumbs right? What if the image you're selecting doesn't have anything in it? Like maybe the sky? or a wall in the background?
BTW, I just tested the action while using the crop method, and it works.
I opened an image, then recorded myself cropping at these dimensions, I started at 100 pixels from left, and 30 pixels from the top: (100,30),(100,300) to (250,30),(250,300).
I saved, and closed the cropped image, and checked against a gallery of 10 images, and it cropped them all exactly the same. They all started at 100px from top and 30px down.
