If they charge you $5, then they have your contact info from the credit card, and then, if you cheat, they can find you.
It was a good business move. No need to raise the fee.
Also, It's easy to register new domains and cheat, but, Now when they cancel your account they can put your card on the blacklist and you'll never get a submission account with them again.
