While I understand your position, I would send the model release or at least make it available upon request, because the publication license can only be as strong as the release itself. If the licensee violates the terms of the release and you didn't at least make it available to the licensee, then you could arguably be held liable for the licensee's actions...especially if he isn't in violation of the publication license.
