there is simply no way to bypass rate limits unless you're using a java client (unless using oscar servers) or a WAP server.. and http://wap.icq.com isn't there, neither is http://wapmail.icq.com or http://wap.pager.icq.com
ICQ spamming died a long time ago to my knowledge
if the method uses icqmail.com, don't waste your time.. it's been raped and done, filters and rates out the yinyang
