Ministers are usually quite circumspect about bad press. Bad press can cost them their whole gig.
In many communities, one or more TV stations and some newspapers have a "Call For Help" person who specializes in local investigative reporting. They look into business that cheat customers, developers who don't honor warranties, mechanics that overcharge, and so forth.
A minister might change his mind if he stepped out his front door one morning and had a film crew to deal with.
Even if he didn't, he might be convinced to change his mind by an embarrassed wife.
