Let them go trick or treating, just take precautions before eating the candy. I doubt anyone with bad intentions would put anthrax on the outside of wrappers for fear of harming themselves.
Buy them a lot of candy, and have them swap there's with yours :-)
But they can still have all the fun of Halloween. Maybe this plan needs to be tuned a little bit, but I think everybody still needs to get dressed up and have fun.
