I got popped for this back in the day. The first time you're convicted the fine is UP TO $5,000 and if you get convicted a second time then your fine starts at $5,000 to 25,000 plus a suspension for a year.
To be honest though, Driving without insurance is stupid enough BUT driving without insurance AND with an expired sticker is just asking for trouble...She might as well had a sign on the back of her car asking to be pulled over ;)
