I know cheaper ones. Usually that costs near $2k or $3k, but you can find also people ready to do it for $750. Of course it's better to do it yourself because bullets are cheap, and if you use an axe it even gots for free.
Here is the procedure
1 ) Get helm (type warhelm forged from a war dwarf expert)
2 ) Put the help on your head
3 ) Get an axe (a viking war axe will do the work. If you cannot find a viking one, you can use a random stone and sharp one)
4 ) Use the axe

On failed attempt you get a slap in the face and 5 points of experience
On success you get 25 points of liberty and 20 years in jail.
