We could just pay a developer to do these, and we do that also but this is an opportunity for someone who is willing to work hard to earn more than a wage.

What you offer is nothing comparing what you will get in your pocket...you complicate things here, that you are offering that can anyone get easy.
If someone can: buy good content, build a paysite, promote a paysite? Then finding a nice domain, billing processor and dedicated server...is easiest things to do of them all!!!
