It's very difficult to tell. There are simply too many unknown variables. You have to base it's value on what you can get out of it.
Subject matter, type of hits, style of site, layout of page, banner quality, conversion rate, server speed, and many more things play into this equation. That's why you notice that most programs listed year go by actual sales as opposed to impressions of banners :-)
