Y'know, our constitutional birthrights are supposed to guarantee safety from such gang activities. The reason you DON'T have these activities in the rich neighborhoods is because they use the law against the cops who let this shit get out of hand.
I remember doing a story back in the early 80s where in Westchester NY suburb one of the rich lawyers there told me on the side how they keep gangs out.
They sue the cops for negligence, indifference, compliance and or incompetence.
See, if you see criminal activity in an area of a felonious nature and you file a complaint, the authorities have a limited amount of time to correct the situation. Usually 30 to 90 days. If they don't, they have to by default kick it upstairs to the sherrif who then has a time limit. If the sheriff's dept. can't handle it, they by default have to kick it up to the state etc. It can take 6 months to a year but usually the state and feds have no choice by then. If you and the rest of the citizens find their response time and actions unsatisfactory you pile together and hit the authorities with umpteen lawsuits they can't afford to fight. So instead of them losing pay money they crack down hard on the gangs.
They do this in the rich neighborhoods because the rich neighborhoods have the money to put the cops in check. People in Brooklyn caught on years ago to this procedure and it was the first time I'd seen the Hassidic and Black communities agree on something.
That's how you get rid of gangs. Make it too expensive for the cops to look the other way.
