Some good ideas here so far, some not so good too. Here's what I've been doing for non-adult sites:

I don't know where you live Rice, but you could start a site like my http://www.thewinnipegpages.com in your area, and promote it locally as a local resource site. Link to other sites that are from your area and seem useful (like your newpaper's sites, weather pages, maps etc.). Not only can you put your own pay ads and per-click links (non-adult, there are tons of them out there), you can also sell advertising to local businesses. If you want you can even offer a single web page to local businesses for $150 bucks or so. This is what I do, and I take my digital camera over to their business and take a few quick shots and put the pics on their page. They are happy to pay only $150 bucks to get their business online. If you live in a city this idea is perfect, as there are tons of small businesses that don't yet have websites but would be interested in having an online presence.

If you couple this idea with a webmaster resource site where you offer full website creation services, you could do quite well for yourself.
