Each data center is in a different stage of updating - hence it takes time - this one appears to be moving quickly....but they are really quite boring these days ---- nothing like the adrenaline rush of a good old fashioned Google dance..
If you get a drop in PR, it could mean:
1) You have lost some links or the PR of links to you have dropped
2) There is a tendency for all pages to naturally loose PR with time (unless they increase links) as the size of the www increases, there is less PR available for each page. Often in this case the PR drop could only have been, for eg, from 5.00000001 to 4.9999999 - which show up as 4 or 5 on the tool bar.
At the end of the day, its not all that important as Google probably took the new PR and backlinks into account a few weeks back (there was something going on with ranking about 2 weeks ago).
