Reak, not sure what that thing in your IE toolbar is called (the blue thing), but from my experience it slows down your connection.
It disguises itself in your Add/Remove programs tab, so do yourself a favour and remove it.. You'll enjoy a much faster connection.
I removed it from a friend's system that has a 5mbit/s connection that was only getting like 0.8mbit/s and after removing it, we were getting like 4mbit/s..
Give it a try, might work.
