In September 2001, the US and UK "coincidentally ran what were then the largest wargames ever planned, Operations Bright Star and Swift Sword 2. More likely than not its a little battleship diplomacy park a number of warships off the coast of some nation, conduct wargames outside of their territorial waters, show the third world who the big swinging dick is in the world.
