When making an unprotected left turn one must proceed when it is safe, meaning wait until oncoming has finished oncoming.
What I do not understand is how Cam was at a dead stop, did he see the oncoming car, then stop directing in the path of the Ford?

Since the light was red and she was back from the line I figured that she was stopping but when i realized she wasnt i hit the breaks, and only about 1 foot of my car was in her lane, instead of steering around me she just went right into me. She told me after that she didnt even see me until we hit.
