If you are speaking to some tax collectors - definately not.
If you are trying to make claims in court - yea!
But in real life.... na... as said above, least according to a rathole of lawyers at InterNic, they will claim they are "similar to phone numbers"...
But hell... cos they say so, don't mean a damned thing!
