Even without the Bush cabal's racist purging of non-felons as felons, Gore won Florida by roughly as much as exit polling indicated he had - by over sixty thousand votes.
You may recall that the consortium's recount was scheduled to be released on September 14, 2001. It was widely believed by insiders that the consortium would announce that Gore had won the election by a relatively wide margin.
You may recall something that happened immediately before that, which caused the consortium to delay the release of their findings by more than two months, plenty enough time to change their analysis so as not to exacerbate the delicate situation or sow national discord following 9/11. It was during that time that they chose to withdraw analysis of valid, legal "overvotes", meaning people who both punched Gore on the ballot and wrote him into the "write in" section. This massaged the numbers in a politically expedient way.
