But eventually you get to the point where you have to hire people, and I am finding that hiring good people is really hard. Webmasters who are looking for jobs tend to be really really lazy even when you pay them well. Would love some tips on how to handle that

The key to hiring good people in this industry and getting a good amount of work out of them is a smallish salary and some sort of commission based on results as well.
