Your host is using a Windows server and wants to see the upload via port 80, not 21 or FTP like most of the Dreamweaver folks use, since it?s common to run an FTP server using linux.
If you can?t find frontpage, you can use any editor (even Word, just save as .html) and use the Web Publishing Wizard under Accessories in Windows. There is an option to specify via port 80 with FrontPage Extensions included, but it normally works AOK.
Remember to name your first page default.
If on the other hand you want the ease of inserting funny scrolling text, forms, any other cool features you will have to use a copy of Frontpage to get the full effect.
